Our
History
Spearhead Solutions was founded by Julian Dioulo, a former Security Program Manager with the US Intelligence Community. Julian, a former Staff Sergeant in the United States Marine Corps, attended the University of Maryland (UC) to obtain a degree in Homeland Security.
While working as a contractor with the federal government, he realized that there was a need for a “client-first” approach to security, logistics, and technical service management. Spearhead Solutions was established to be the trusted advisor for clients’ most sensitive security, logistics, and technical needs.
Spearhead Solutions is a veteran-owned, minority business enterprise (MBE), with small business reserve (SBR) certification. We help our clients manage complex risks and meet their greatest security, logistics, and technical challenges. Our work makes our clients stronger and society safer for consumers.

Julian Dioulo
Mr. Julian Dioulo possesses over 20 years of extensive experience in physical and structural security management within the U.S. military and Federal Government. He has extensive knowledge of government industrial security regulations, technical surveillance and counter-surveillance technologies.

Chris Grant
Mr. Chris Grant has over 10 years of experience in business strategy, operations, and finance. Chris began his career as a capital markets analyst and later worked as a consultant for clients across the financial services, retail, media, and technology sectors. He has experience helping clients with a variety of matters, including operations, vendor risk, data privacy, governance, cybersecurity, and regulatory.
